Rejoinder to Counter Affidavit dated 2nd Feb. 2022 of Respondents n W.P.(PIL) No.49/2021 in Jharkhand High Court. In this Rejoinder the Petitioners have highlighted the failure of JPRA01 in implementing the Provisions of PESA1996 on the ground by not making changes in the laws that restrict the powers of the Panchayats particularly with respect to ownership rights of MFP in Schedule Areas and failure to fully integrate the traditional hierarchical system with the Panchayati Raj system under Section 4(a) of PESA1996.
